AMI completed an ex-post evaluation set out to understand whether and how models of care and development outcomes had been sustained in five districts supported through USAID’s OVC program from 2013 through 2017 and to propose informed recommendations for future program design that integrated features that best promote sustainable development outcomes. This purpose was operationalized in objectives that would guide the evaluative processes towards useful learning outcomes, as follows:
i. Document how USAID/Zimbabwe’s OVC programs already set out to support locally led development and strengthen the ability of the country to sustain development solutions; ii. Identify and examine the factors and contexts that help or hinder the sustainability ofUSAID interventions and outcomes; iii. Document how USAID/Zimbabwe’s implementing partners responded to sustainability challenges to adjust program implementation and ensure greater sustainability; iv. Propose design innovations that promote and amplify sustainability, as well as mitigate the risks that jeopardize sustainable results.
